Step 1: Open a new document 450 x 100 px.
Step 2: Press D, and than go to Filter/Render/Clouds.
Step 3: Now go to Filter/Pixelate/Mosaic, and set Cell Size to 15.
Step 4: Go to Filter/Brush Strokes/Ink Outlines, and set Stroke Length to 5, Dark Intensity to 17 and Light Intensity to 11.
Step 5: Press Ctrl+U, and in new pop up window check Colorize, and set Hue to 300, Saturation to 60 and Lightness to 0. And in the end just go to Filter/Sharpen/Sharpen, and you will get something like on the next picture:
