Step 1: Open any image you want to edit in photoshop.
Step 2: Now go to Filter/Pixelate/Mosaic. The cell size is your choice. Experiment with different sizes if you’d like. Important Note: remember what size you make it, mine is 10px.
Step 3: Now create a new document, with the height and width of your mosiac cells (Mine is 10 pixels), and on the new layer create a circle selection like on the next picture:
Now press Control-Shift-I to inverse your selection. Fill it with white (or black), and than hide the background layer. Go to Edit/Define Pattern. Name it Dots.
Step 4: Go back to your other image. Make a new layer on top, fill it with any color and apply these blending options:
And you will get something like this (if you used white):
Or this (if you used black):
And if you used bigger size for mosaic, you will get something like this:
